REGULATIONS
If you are building a new home you might be already aware of your obligations to comply with the various building regulations.
The regulations that have transpired in Ireland come from various engineering best practice protocols from around the world and are evolved from European and worldwide agreements that the majority of countries, including Ireland, have signed up to. These agreements can and will benefit the environment, public health and the economy.
The European targets can be summed up as follows:
Key EU targets for 2020
- 20% cut in greenhouse gas emissions compared with 1990
- 20% of total energy consumption from renewable energy
- 20% increase in energy efficiency
Key EU targets for 2030
- At least 40% cut in greenhouse gas emissions compared with 1990
- At least 27% of total energy consumption from renewable energy
- At least 27% increase in energy efficiency
Long-term goal
By 2050, the EU aims to cut its emissions substantially – by 80-95% compared to 1990 levels as part of the efforts required by developed countries as a group.
Turning Europe into a highly energy efficient and low-carbon economy will also boost the economy, create jobs and strengthen Europe’s competitiveness.

When it comes to energy efficiency there is a document that details the building regulation requirments for new builds. This document is called Technical Guidance Document Part L Conservation of Fuel and Energy – Dwellings (http://www.housing.gov.ie/housing/building-standards/tgd-part-l-conservation-fuel-and-energy/technical-guidance-document-l-6).
Most people with knowledge of same will refer to this document as Part L.
This document provides guidance on what current building regulations are and values that need to be achieved including u-values/insulation levels, air tightness, efficiency requiremnts on heating systems and guidance on what permissable levels are allowed for energy performance (MPEPC) and carbon performance (MPCPC).
The main section for renewables systems states that new buildings must produce:
- 10 kWh/m2/annum contributing to energy use for domestic hot water heating, space heating or cooling; or
- 4 kWh/m2/annum of electrical energy; or
- A combination of these, which would have equivalent effect.
This can be achieved by installing heat pumps, solar PV, solar Thermal systems amongst others.
Keltic Renewables has a wealth of experience in installing these systems as stand alone or combing these systems together to provide a larger renewable energy output to the dwelling.
An independent BER acessor can and will verify that your buildings will give full compliance on Part L requirements. An additional advantage of engaging with this service is that it also gives Keltic Renewables an extremely accurate model of what the heat requirements of the building will be.
